this is fairly normal while cooking dried beans it is just the starches like when you cook potatoes.
after you soak them put fresh water on beans and bring to boil, do not add salt while cooking beans or legumes it makes then tough and they wont soften while cooking, half way through cooking the beans change the water to fresh water and start the cooking process again. Pouring off the water helps gets rid of the indigestible complex sugars that create gas in your intestine, and this also helps cook the beans easier. after the beans are soft then you can season them with salt and pepper to taste if you want to.
